A Second Response from Mayor Ramirez

My Fellow Citizens of Santa Ramona,

As I've pondered the responses, and I've read the various responses, two of them stood out. This time I'm going to combine some related responses and talk them over. Both involved the poor, homeless, and better access to Mental Health and the legalization of Marijuana.

First I want to go ahead and start with the answer on legalization of Cannabis. This may be considered a lazy answer to some, but this is the best resource when it comes to Cannabis usage in this City:

"Proposition 64; Adult use of Marijuana Act


Under Prop 64, People age 21 or older may:

1. Possess, transport, obtain, or give away to other adults 21 or older no more than one ounce of marijuana or 8 grams of concentrated cannabis.

2. Cultivate up to six plants per residence and possess the marijuana produced by these plants.

  a. All plants and harvest in excess of one ounce must be kept in a locked space not in public view at one's residence. Local government's have the right to forbid cultivation of plants outdoors, but must allow it inside a private residence or accessory structure that is "fully enclosed and secure."

3. Medical Marijuana patients keep their existing rights under Prop 215 to possess and cultivate as much as they need for personal medical use so long as they have a doctor's recommendation, regardless of the Prop 64 limits for adult users.

4. Smoke or vaporize Marijuana in your private residence, or businesses designating it as allowed.




Under Prop 64, you may NOT:

1. Consume marijuana in any public place. - $100.00 fine

2. Smoke or vaporize marijuana in any non-smoking area or within 1,000 feet of a school, day care, or youth center. - $250.00 fine

3. Posses or use marijuana on the grounds of a school, day care, or youth center. - $100.00 fine

4. Manufacture concentrate cannabis with a volatile solvent

5. Minors under the age of 21 may not possess, use, transport, or cultivate marijuana. Fine for ages 18 t0 20: $100.00 fine



Rights NOT protected by Prop 64.

1. Owners/Landlords may forbid the possession or use of marijuana on their property subject to normal tenant law for renters.

2. Employers may prohibit use of marijuana by their employees.."

Now when it comes to the Poor and Homeless, this is something that pains me. And it's not just a problem that's faced in Santa Ramona, this is something that has been plaguing California as a whole. And I will tell you the biggest issue that causes this issue; the cost of living in this State is high. And the taxes that are draining from our paychecks do not make it easy for us to live in this beautiful state. This is why I am so dedicated to trying to keep taxes low, and I'm so committed to tourism and small business.

If you are financially struggling, if you need support in a difficult time, or a place to stay, please consider looking at some local programs offered from the Southside Clinic, the Hostel, or even the Church. I'm sure that there is help for you if you are willing to look for it. As for work, there are local businesses always hiring, including the SRPD, and City Hall.

Mental Health is something that I am passionate about. I'm a former Army Ranger, and as such I've been deployed to Afghanistan. I've seen my fair share of horrifying deeds done to others. And I understand how hard it is to recover from trauma. While I know that mental health is different for others. If you need someone to talk to, know that my door is always open. And that there are Group Counseling Sessions at the Southside Clinic every other Wednesday at the least. I invite you to seek out help should you need it.
